The CARS Act

I've been looking into the new CARS act that President Obama signed on June 24th. It gives a monetary credit for people who turn in vehicles that get 18 mpg or worse for cars that get substantially better mileage. Here's a PDF about the program:
Currently I drive Eleanor, a dark green 2001 Chryster Town & Country minivan. She has been very good to me but she is getting on in years. And since the kids are leaving for college soon, I don't really need a minivan. So this program caught my eye - I could trade in my minivan for something smaller, more nimble and with better gas mileage. Depending on what vehicle I decide on, I could get either $3500 or $4500 towards the purchase or lease of a new one.
Anyone hear anything about this? Share some advice? Words of wisdom? Deep thoughts?
